WHITE PLAINS, NY— The Westchester County Board of Legislators mourns the loss of Herman S. Geist, whose century of life exemplified service above self. As our first-ever Chairman from 1970 to 1973, Herman laid the foundation for everything we are today. He guided our institution through its earliest days with wisdom earned through a lifetime of dedication to community, county, and country.


From the battlefields of World War II where he helped liberate Domažlice, to the halls of county government, to his tireless work co-founding the Westchester Parks Foundation, Herman's life was defined by purpose. His contributions touched every corner of our community - from the parks where families gather to the medical center that serves our most vulnerable neighbors. The more than $15 million he helped raise for county parks stands as testament to his belief that public service means making life better for everyone.


We are forever grateful to have walked in Herman's footsteps. In naming our summer fellowship program in his honor, we ensure that young people entering public service will know the name of the man who showed us what true leadership looks like. Today, we pledge to carry forward the legacy of service he built with his own hands.

Valhalla, NY] - Join us on the great lawn at Kensico Dam Plaza on Thursday, July 3 for an evening filled with music and fireworks to celebrate Independence Day at the annual Music Fest and Fireworks. Also this year, a family friendly Kids Zone at Clove Road Field including a DJ, kids inflatables and concessions.


 


Pre-concert entertainment begins at 5 p.m. with a guest DJ followed by a performance from the Naked Soul Band at 7 p.m.; fireworks will begin around 9 p.m. The Kids Zone at Clove Road Field will be open from 6 p.m. to 8:45 p.m.


 


Westchester County Executive Ken Jenkins said: “Westchester County is proud to celebrate Independence Day with a night filled with community spirit, live entertainment and fireworks. Break out your best red, white and blue attire, bring your chairs, blankets and patriotic pride for a night of fun.”

Admission and parking are free. Carpooling or taking mass transit is strongly suggested. Parking at the North White Plains or Valhalla train stations is recommended. Concert-goers should bring lawn chairs or blankets for seating as well as a picnic supper. Refreshments will be available for purchase.


 


The annual Music Fest & Fireworks are presented by Westchester County Parks and sponsored by Westchester Parks Foundation with support from Bruni & Campisi, Captain Lawrence Brewing Company, Sharc Creative, The Peak, WHUD, Westchester Magazine, Inspiria Outdoor and Wonder.

County Departments Mobilized to Ensure Public Safety.


WHITE PLAINS, NY –Westchester County is actively preparing for a prolonged heat wave expected to impact the region from Sunday, June 22, through Wednesday, June 25, 2025. County departments are coordinating efforts to protect residents and ensure continuity of services during this period of extreme heat.


The National Weather Service is forecasting dangerously high heat and humidity levels throughout the County. Heat indices are expected to range from 95°F to 107°F, with peak temperatures anticipated on Monday and Tuesday (105°F), and a slightly lower index of 99°F forecast for Wednesday.


With heat, humidity and air quality in mind, the Westchester County Health Department cautions residents to drink lots of water, avoid over-exertion and to check on vulnerable family, friends and neighbors.


Westchester County Health Commissioner Dr. Sherlita Amler said: “Please take this heat seriously. When it is this hot and humid, drink plenty of water, avoid alcohol, and take frequent breaks from outdoor work if it cannot be rescheduled. Take time to cool off and spend time in air-conditioned places. Infants, those with asthma, pregnant women, older adults and those with heart disease or other respiratory or heart conditions should spend less time outdoors until the air quality improves and the temperature cools. Be mindful of possible health effects such as coughing or shortness of breath.”


Amler also reminded residents to never leave children or pets in a closed car, where temperatures can soar to dangerous levels very quickly.

DEPARTMENT OF CORRECTION YOUTH OPPORTUNITY PROGRAM


(White Plains, NY) – Former professional boxer Gerry Cooney visited with a group of 18 to 24-year-old male residents at the Westchester County Department of Correction. Known for his powerful punches and two heavyweight title challenges in the 1980’s, Cooney was born in New York City on August 24, 1956, and raised in Huntington, Long Island.


The residents participating in the discussion are enrolled in the Department’s Youth Opportunity Program (YOP), which supports young adults in developing the life skills necessary for a successful reentry into the community. YOP offers a structured environment for selected sentenced and unsentenced males ages 18–24, and provides extensive educational and mentoring services, supported by a multi-disciplinary team that includes psychiatrists, psychologists and psychiatric nurses to address behavioral health needs.


Cooney was highly engaging during the visit, sharing his journey and experiences as a young adult, his path to professional boxer, and some of his personal struggles and the ways he overcame adversity. The young adults asked many questions and were clearly inspired by his story.


Cooney’s boxing career began early, encouraged by his father. He had a successful amateur career with 55 wins and only 3 losses, earning two New York Golden Gloves titles. Turning professional in 1977, Cooney secured a series of high-profile wins, including knockouts of former world champion Ken Norton and contenders Ron Lyle and Jimmy Young. He also had two heavyweight title bouts against Larry Holmes and Michael Spinks.


Correction Commissioner Joseph K. Spano welcomed the visit, stating: “We greatly appreciate Gerry Cooney taking the time to have such a heartfelt and meaningful discussion with YOP residents. These young men are working very hard to get on a better life path and can certainly benefit from this type of positive engagement.”


The visit was organized by Correction Officer Benevolent Association President Neil Pellone, who said: “I’ve known Gerry for many years and felt that sharing his life story would resonate with the young men in the Youth Opportunity Program. His ability to overcome life’s challenges—both in and out of the ring—is a powerful message.”


The Westchester County Department of Correction is a recognized national leader in rehabilitation, with programs accredited by the American Correctional Association, the National Commission on Correctional Health Care, and the Prison Rape Elimination Act.

(White Plains, NY) - The Westchester County Health Department has closed the following Mohegan Lake beaches until further notice to protect the public from contact with a Harmful Algae Bloom (HAB) in the swim areas:

 

Mohegan Colony Association – Mohegan Lake
Mohegan Beach Park District – Mohegan Lake
These are the only County regulated beaches on Mohegan Lake.

 

Westchester County Health Commissioner Dr. Sherlita Amler said: “The decision to close these beaches is a precautionary measure to ensure the safety and health of the public. Harmful Algae Blooms are more prevalent during hot days when water temperatures rise, leading to increased bacteriological growth rates.”

 

To reopen the beaches, the algae must be completely cleared from the swim area. Following this, water samples will be taken and submitted for analysis.

Residents and visitors are encouraged to visit the Westchester County website for the latest updates on beach closures and reopening schedules. The County remains committed to maintaining high standards of environmental health and safety across its recreational facilities.

(White Plains, NY) – Westchester County Executive Ken Jenkins has signed into law an update to the County’s Consumer Protection Code, modernizing the legislation to better address deceptive business practices and protect residents from 21st-century scams—including online and AI-driven fraud.


The new law gives County inspectors broader authority and new tools to investigate complaints and enforce consumer protections. Among its key provisions are the expansion of prohibited business practices, stronger penalties, and increased power to recoup losses for defrauded consumers.


Jenkins said: "This legislation is about protecting the people of Westchester County from dishonest and unethical business practices. Whether it's hidden fees, subscription traps, or AI scams, this law ensures that our residents have a stronger layer of protection. I thank the Board of Legislators for their support and collaboration in moving this important bill forward."


Westchester County Department of Consumer Protection Director Jim Maisano said: "We’re seeing a new wave of consumer fraud, often driven by technology and online deception. This law gives us the tools we need to fight back—ensuring that Westchester consumers are not only protected but that businesses engaging in fraudulent practices are held accountable."


The legislation was passed unanimously by the Westchester County Board of Legislators and was co-authored by Legislators Colin D. Smith and David T. Imamura.


County Board Chairman Vedat Gashi said: “Today marks a historic step in protecting Westchester County consumers. I thank County Executive Jenkins for signing this vital law and commend the legislators for sponsoring and unanimously passing it. Together, we are defending the hard-earned money of working people. Westchester County’s Department of Environmental Facilities Will Join Westchester Land Trust and D.I.G Farm for Successful Student-Led Grow Bag Program 


 


(Port Chester, NY) – Port Chester Middle School will distribute 60 grow bags to residents on Thursday, June 12, from 3:30 to 5 p.m. as part of its Grow Bag Program. The initiative encourages families to grow fruits and vegetables at home, promotes healthy food choices, and provides hands-on gardening experience.


The program is a collaborative effort led by Allison Fasano, a teacher who runs the garden at Port Chester Middle School, and Westchester Land Trust, who supplied the grow bags, resources, and program support. Student interns of D.I.G. Farm, founded by Allison Turcan, assisted by planting vegetable seedlings in the grow bags.


New this year, the Westchester County Department of Environmental Facilities (DEF) provided CompostED support. Master Composter Aleks Jagiello developed a custom potting soil mix using compost made at CompostED, peat moss and soil amendments donated by Westchester Land Trust. CompostED creates nutrient-rich compost from food waste collected from local food pantries, including Feeding Westchester, which will also distribute food during the grow bag pickup.


Westchester County Executive Ken Jenkins said: "Grow bag programs engage residents and youth, provide science education about the role of composting in supporting our soil and support those in our community who are taking control of their health by growing fresh vegetables and herbs. DEF's support of these programs is just one example of my administration's holistic approach to supporting County residents."


Westchester County First Deputy Commissioner of Environmental Facilities Louis Vetrone said: "When we first imagined the possibilities of CompostED, we knew it would provide on-site education about the benefits and methods of composting. We believed in a full-circle model, where inedible food donated to pantries could be composted and returned to the community through gardens. These grow bag programs go even further by bringing compost education and healthy food access directly into homes."


The Grow Bag Program continues to serve as an example of how public agencies, educators and nonprofits can collaborate to promote sustainability and improve public health.


In May 2025, CompostED supported a similar initiative in Mount Vernon, which was spearheaded by the Alpha Kappa Alpha sorority (Zeta Nu Omega Chapter) and supported by Westchester Land Trust and D.I.G. Farm. For that program, DEF donated all necessary soil amendments and compost to provide 6.5 cubic yards of potting soil, which allowed the initiative to distribute 250 grow bags to families in Mount Vernon.

FEDERAL MILITARY DEPLOYMENT AGAINST PROTESTORS IN CALIFORNIA



The Majority Democratic Caucus of the Westchester County Board of Legislators strongly opposes the Trump administration's unprecedented deployment of 4,000 National Guard troops and 700 Marines to Los Angeles since Friday. This action represents a dangerous overreach of federal power that undermines constitutional principles and threatens basic civil liberties.


The administration has deployed military forces against citizens exercising their right to peaceful protest without demonstrating the extraordinary circumstances that would justify such measures. This decision is clearly motivated by politics rather than genuine public safety concerns.


Even more egregious is the administration's exploitation of a legal loophole to commandeer California's own National Guard, forcing them to act under federal direction against the express wishes of the state's governor. This unprecedented federal seizure of state military forces violates the fundamental balance of power between states and the federal government that protects states from federal overreach. The last time a president deployed the National Guard against a governor's wishes was in 1965 when President Johnson sent troops to Alabama—to protect civil rights demonstrators, not suppress them.


We call for immediate respect for the Constitution and established democratic norms. The broad authorization to deploy troops wherever immigration-related protests might occur sets a dangerous precedent. This includes peaceful demonstrations and directly threatens every American's right to speak out against their government.


This deployment crosses the line between civilian law enforcement and military control of American streets. We stand with Governor Hochul and Attorney General James in calling for this decision to be reversed and urging all elected leaders to stand up and defend the constitutional rights that protect every American's freedom to assemble and speak out.
