STATEMENT FROM THE DEMOCRATIC CAUCUS OF THE WESTCHESTER COUNTY BOARD OF LEGISLATORS.

 

On Tuesday, U.S. Surgeon General Dr. Vivek Murthy declared gun violence a public health crisis, citing a report from the Centers for Disease Control and Prevention (CDC) that reveals U.S. gun deaths last year reached their highest level in nearly three decades. The report reveals that firearm injury is now the leading cause of death among children and teens - https://www.cdc.gov/firearm-violence/data-research/facts-stats/index.html#cdc_facts_stats_popu-who-is-affected and emphasizes the urgent need to address gun violence as a critical health issue affecting a majority of Americans.

As elected representatives committed to public safety, the Board shares this deep concern. Last year, we held a Health Committee meeting with North Shore Hospital’s Center for Gun Violence to address these critical issues. This year, we initiated and formed, in partnership with the County Executive, a County-wide Gun Violence Prevention Task Force. Despite our current efforts, we acknowledge that addressing this important issue requires collaboration at all levels of government.

The Democratic Caucus of the Westchester County Board of Legislators opposes illegally-modified firearms, as well as illegal firearm purchase, trade, and use. We advocate for a public health approach to prevent injuries, deaths, and psychological harm related to firearms.

In solidarity with Dr. Murthy's call to action, we urge both federal and state lawmakers to take decisive steps to not only crack down on illegal gun use and enforce existing gun laws such as universal background checks for gun purchases, but to also strengthen industry regulations. This includes banning automatic rifles and bump stocks, enacting laws to restrict firearm use in public spaces, and imposing penalties for inadequate weapon storage. We wholeheartedly support using research and public health resources to address this pressing crisis and protect our communities.

CLOSURE OF HUDSON RIVER BEACHES DUE TO ELEVATED BACTERIA LEVELS.


(Westchester, NY) – Closure of Hudson River beaches due to elevated bacteria levels continues. After a second round of testing that came back positive for enterococcus bacteria, the Westchester County Department of Health has closed Croton Point Park Beach and Philips Manor Beach through the weekend. The beach samples collected exceeded the maximum level of enterococcus bacteria as outlined by the sanitary code.


Both beaches are temporarily closed. A third test will be performed on Monday, July 1. If these subsequent samples meet the required safety standards, the beaches will be reopened at that time. If the enterococcus bacteria level remains high, the beaches will remain closed and will undergo further testing.


Residents and visitors are encouraged to visit the Westchester County website for the latest updates on beach closures and reopening schedules. The County remains committed to maintaining high standards of environmental health and safety across its recreational facilities.

As we approach the end of Pride Month, we at the Board reflect on the significant legacy of the Stonewall riots, a pivotal event that unfolded on June 28, 1969, when police raided the Stonewall Inn, a vital gathering place for the LGBTQ+ community in New York City’s Greenwich Village.

55 years later, the Westchester County Board of Legislators Family Task Force, co-chaired by Legislator Nancy Barr and Kathy Halas, Executive Director of the Child Care Council of Westchester, hosted a dynamic virtual panel discussion focused on hate crimes, incidents, and discrimination. This event underscores our ongoing commitment to driving positive change by empowering residents and legislators alike with the knowledge and tools needed to address these pressing issues, today. (Ardsley, NY) - This July and August, children ages 3 to 6 can again enjoy the Park and Read program that was introduced and immensely enjoyed last summer. This entrancing read-aloud program that sparks young children’s love of reading will be held this year at Lenoir Preserve, Saxon Woods Park and Kensico Dam Plaza.

 

The engaging initiative will again be organized by Westchester County Director of Programs and Policies, Childcare & Education Roseanne Finizio in collaboration with the Chappaqua Children’s Book Festival founder and Executive Director Dawn Greenberg.

 

Park and Read will be on Tuesdays, Wednesdays and Thursdays, from July 9 through August 15, from 11 a.m. to 11:45 a.m., and feature interactive storytelling sessions in English and Spanish. Seasoned and notable narrators will bring stories to life by creating a vibrant and immersive environment for youngsters 3 to 6 years old and families to enjoy.

 

Westchester County Executive George Latimer said: “Our Park and Read stories stimulate young listeners’ imaginations and transport them to magical worlds. Each tale ignites their curiosity and creativity while helping them develop language skills and expand their vocabularies.”

 

Westchester County Parks Commissioner Kathleen O’Connor said: “The tranquil backdrop of our exquisite parks set the perfect stage for learning. It’s the perfect pairing of education in the great outdoors.”

 

Finizio said: “When children love to read, it encourages them to be independent and self-reliant. They learn to entertain themselves and seek knowledge on their own. ·         StJohn’s Riverside Hospital Behavioral Health Services Senior Director of Clinical Development and Education John Slotwinski to discuss St. John’s Riverside and the Westchester County Department of Community Mental Health collaborating on the “Low Threshold Buprenorphine” program, a treatment for opioid addiction.  The “low-threshold treatment” prioritizes “medication first” in administering buprenorphine (a medication that reduces the symptoms of opioid addiction). By providing anti-addiction medication at the earliest opportunity, rather than waiting for other treatment steps to be accomplished, research shows that individuals living with addiction can be more adherent and successful in treatment.

Westchester Insider: Westchester County: WESTCHESTER COUNTY HEALTH DEPARTMENT EXTENDS HEAT ADVISORY TO SUNDAY, JUNE 23.


Westchester County Health Department Extends Heat Advisory 
To Sunday, June 23 at 8 p.m.  

(White Plains, NY) – The National Weather Service has extended the Heat Advisory for Westchester County through Sunday, June 23 at 8 p.m. During this period, when heat index values are expected to reach between 95 and 100 degrees, the Westchester County Health Department warns residents that the high temperatures pose significant health risks.

Residents are urged to take precautions to protect themselves and their families from the effects of the heat. Drink lots of water, avoid strenuous outdoor activities, and check on vulnerable family members and neighbors.


A Heat Advisory is issued when the combination of heat and humidity is expected to make it feel like it is 95 to 99 degrees for two or more consecutive days, or 100 to 104 degrees for any length of time.

 

Seniors and those with chronic health problems are at an increased risk. Homes without air conditioning can be much hotter than outdoor temperatures. Use air conditioning to stay cool at home or go to a place that has air conditioning. If you don't have home air conditioning, continue to seek out cool spaces each day as long as it remains hot. Check on vulnerable friends, family members and neighbors.

 

To reduce risk during outdoor work, the Health Department recommends scheduling frequent rest breaks in shaded or air-conditioned environments.

 

·         Heat stroke is a serious and life-threatening condition that claims many lives nationwide each year. Symptoms include hot red, dry skin, shallow breathing, a rapid, weak pulse and confusion. Call 911 if you suspect heat stroke and immediately cool the overheated person while waiting for emergency help to arrive.

·         Another concern during a heat wave is heat exhaustion. Signs include headache, nausea or vomiting, dizziness and exhaustion, as well as cool, moist, pale or flushed skin. Anyone suffering from heat exhaustion should move out of the sun and apply cool, wet cloths to their skin.

 

Westchester County Commissioner of Health Sherlita Amler, MD said: “People who are most vulnerable to adverse effects from the heat include the very young, seniors, people who are obese and those with high blood pressure, heart disease, diabetes or lung conditions. Heat stroke and dehydration can surprise you. High humidity, chronic health conditions and some medications can also increase a person’s risk for heat stroke.”

 

Amler reminded residents never to leave children, pets or people in a car. Temperatures can quickly rise to unsafe levels, so motorists should always look before they lock their vehicles.

 

“To avoid tragedy, never leave infants, children, seniors or pets in a closed car no matter how brief the time,” Amler said. “Closed vehicles can quickly heat up to a life-threatening 140ยบ F or more.”

 

“During a heat wave, seniors, young children and people with compromised immunity especially should avoid vigorous outdoor activity, seek the shade, spend time in air-conditioned locations and drink lots of water throughout the day,” Amler said. “Especially when they’re swimming and playing in the water, children often forget to drink, so parents and caregivers should prompt children to take breaks to hydrate.”

 

Those who plan to travel by car should prepare their vehicle before hitting the road. Always travel with a spare battery, and avoid leading radios, phone chargers and other accessories running when the engine is not. Check to make sure your air conditioning is properly functioning and coolant is at the proper level. If you plan to travel in less populated areas, bring water and an umbrella for shade if it becomes necessary to leave the car. Always keep air flowing throughout the vehicle, and try to park in the shade. 

 

Elevated heat and humidity can also lead to unhealthy levels of ozone, a gas produced by the action of sunlight on organic air contaminants from auto exhaust and other sources. For air quality updates, go to https://www.airnow.gov. The New York State Department of Environmental Conservation forecasts daily ozone conditions at (http://www.dec.ny.gov), or call the New York State Air Quality Hotline at 1-800-535-1345.

The County’s Department of Emergency Services is monitoring the weather forecast, tracking the opening of local Cooling Centers and is in contact with Con Edison and NYSEG concerning the potential for power outages.
